Abstract

Kajian ini cuba melihat semula konsep deep state melalui sudut pandang struktur, jaringan dan modus operandinya di beberapa buah negara. Deep state adalah suatu konsep yang digunakan dalam lapangan sains politik bagi menerangkan kewujudan ‘kuasa di sebalik kuasa’, ‘daulah terpendam (dawla ‘amîqa)’ atau ‘kerajaan tidak rasmi’ dalam sesebuah negara. Kajian ini turut meneliti konsep-konsep lain yang hampir sama dengan deep state tetapi menggunakan nama lain seperti shadow state, chaebol, secret societies dan kongsi-triad. Penulisan ini mendapati terdapat beberapa jurang dalam literatur dan mengutarakan beberapa cadangan untuk penyelidikan di masa hadapan. Dapatan penulisan ini meluaskan kefahaman tentang deep state dengan mengemukakan konsep deep state yang lebih jelas dan menyeluruh.

 

 

This study revisits the concept of deep state through the perspective of its structure, network and modus operandi in several countries. Deep state is a concept in political science which explains the existence of ‘power behind power’, ‘hidden govenment (dawla ‘amîqa)’ or ‘informal government’ in a country. This study also examines other concepts that are similar to deep state but use different names such as shadow state, chaebol, secret societies and kongsi-triad. This paper identifies some gaps in the literature and propose some suggestions for future research. The findings of this paper help to broaden the understanding of deep state by presenting a clearer and more comprehensive concept of deep state.
